This service includes acceptance of the application to marry, writing an entry of concluding a marriage.

Information and documents to be provided by the person

  1. Application.
  2. Identity documents.
  3. If the person wishing to marry is a foreign national, submitting the application to the Civil Registry Office to register marriage, he/she shall submit a document issued by the competent institution of his/her country of origin, which certifies that according to the law of his/her country of origin, there are no obstacles to his/her marriage. Documents issued by the institutions of foreign countries shall be translated into the Lithuanian language and legalized or certified with an Apostille, unless otherwise provided by international treaties of the Republic of Lithuania and legal acts of the European Union.

This service includes writing the entry about a child’s birth.

  2. Parents’ identity documents (passports or identity cards).
  3. A child’s birth certificate or medical perinatal death certificate if the baby was stillborn or died before registering birth, drawn up by a personal health care institution that does not use the Electronic Health Services and Cooperation Infrastructure Information System.
  4. Marriage certificate, if the child’s parents are married and these data are not included in the central database of the Population Register.
  5. Divorce certificate if the child’s parents are divorced and these data are not included in the central database of the Population Register.

This service includes entering the death of the citizen of the Republic of Lithuania who has died in a foreign state or of a foreigner who had a residential place in the Republic of Lithuania into accounts by writing a death entry.

Information and documents to be provided by the person

  1. Application.
  2. The document confirming the registration of death in a foreign state (death certificate, extract from the entry of the death certificate, form C in accordance with the Convention or another document).
  3. The applicant’s identity document. Documents issued by the institutions of foreign countries shall be translated into the Lithuanian language. If copies of documents issued by the institutions of the Republic of Lithuania or foreign states are submitted without submitting original documents, they shall be certified by the institution of the Republic of Lithuania or a foreign state that has issued the document, notary, consular officer or other competent official of the foreign state.

The service is provided to persons declaring their or their minor child’s place of residence, after changing it in the Republic of Lithuania or after coming to live in the Republic of Lithuania.

Information and documents to be provided by the person

  1. Respective completed declaration in the prescribed form (to be filled in on the spot).
  2. Passport or identity card of a citizen of a Member State of the European Union or a citizen of a Member State of the European Free Trade Association and a document certifying that the person has acquired the right to reside in the Republic of Lithuania or a copy of this document certified in accordance with laws and other legal acts when the place of residence is declared by the citizens of the Member States of the European Union or the citizens of the Member States of the European Free Trade Association, who have acquired the right of residence in the Republic of Lithuania in accordance with the procedure established by the Law of the Republic of Lithuania ‘On the Legal Status of Aliens’.
  3. A temporary residence permit in the Republic of Lithuania, a permit of a long-term resident of the Republic of Lithuania to reside in the European Union, a temporary residence card of the European Union citizen’s family member or a residence card of the European Union citizen’s family member when the place of residence is declared by the citizens of foreign countries who are citizens of non-EU Member States and non-EFTA (European Free Trade Association) Member States and stateless persons.
  4. Documents certifying guardianship (curatorship) or representation (of an incapacitated person) or transcripts (copies) of these documents certified in accordance with the procedure established by laws and other legal acts and a document certifying one’s identity when the person’s place of residence is declared by a guardian (curator) or a representative of the incapacitated person or a representative of the social care or health care institution.
  5. A separate consent of the owner of the dwelling or the co-owner or his/her authorized person, allowing the person to live in the dwelling belonging to the owner (co-owners), certified in accordance with the procedure established by legal acts (except for cases when the place of residence is declared by the very co-owner of the dwelling), when the owner or his/her representative does not arrive in the institution of declaration, or a rental or use agreement or a letter issued by the enterprise or institution, confirming the right to dwell in the dwelling belonging to the enterprise (institution) at the indicated address, documents confirming dwelling in the hotel or provided halls of residence.

2.1.When citizens of the Member States of the European Union or citizens of the Member States of the European Free Trade Association, who have acquired the right to reside (or permanently reside) in the Republic of Lithuania in accordance with the Law of the Republic of Lithuania ‘On the Legal Status of Aliens’, apply, they shall submit a passport or identity card of the citizen of the Member State of the European Union or the Member State of the European Free Trade Association and a document certifying that the person has acquired the right to reside in the Republic of Lithuania or a copy of this document certified in accordance with the procedure established by laws and other legal acts.

2.2. When a guardian (curator), a representative of an incapacitated person or a representative of a social care or health care institution apply, they shall submit the documents certifying guardianship (curatorship) or representation (of the incapacitated person) or transcripts (copies) of these documents certified in accordance with laws and other legal acts and their identity document.

All citizens of the Member States of the European Union as well as other natural persons legally residing in the Republic of Lithuania and other Member States of the European Union, other persons specified in international agreements of the Republic of Lithuania and in directly applicable legal acts of the European Union are entitled to primary legal aid.

Primary legal aid constitutes the provision of legal information, legal consultations and preparation of documents intended for state and municipal institutions. Primary legal aid includes preparation of certain procedural documents as well as advice on out-of-court dispute resolution, actions regarding amicable dispute resolution and preparation of a settlement agreement, but does not include filing of declarations to be submitted to the tax authority.

The service is provided to interested parties who wish to obtain permits for organizing mass public events and peaceful meetings in public use territories owned or operated with the operator’s right by the Municipality.

Mass event is a commercial or non-commercial public event: a concert, celebration, festival, ceremony, commemorations of various days, exhibition, march, competition, promotional, entertainment, social, artistic or other type of action, filming of a film, advertisement, audio-visual work, photo session or other  gathering of people in a public space, organised by a person, lasting for a certain period of time at a pre-determined time to meet cultural, sporting, business, social or other needs (hereinafter,  the event).

Information and documents to be provided by the person

1) the organizer of the event, the name of the event;

2) the nature of the event (commercial, non-commercial);

3) short content of the event;

4) the date of the event, its start and end time;

5) route (scheme) of the venue of the event, march, etc.;

6) the foreseen number of participants and spectators of the event;

7) names, surnames and contact telephone numbers and e-mail addresses of at least two organizers or their authorized persons;

8) the nature of trade and the number of places (if trade is carried out);

9) wishes to the police regarding maintenance of public order;

10) the description of the arrangement of the territory;

11) other important information about the event (necessary driving of the car on the paving, required electricity supply, permit for pyrotechnic, construction of the stage);

12) ensuring of compliance with hygiene norms and cleanliness requirements;

13) Note. Food trade during the mass event requires reconciliation with the State Food and Veterinary Service.

The price of the service provision: Permits for non-commercial events are issued free of charge. Permits for commercial events are subject to a fee that is calculated individually.

Types of benefits for families with children:

According to the Law on Benefits to Children of the Republic of Lithuania, the following shall be granted: lump-sum child benefit, child benefit, guardianship (curatorship) benefit, lump-sum settlement benefit, benefit for a child of a serviceman in mandatory primary military service,  lump sum benefit for a pregnant woman, child care benefit for those in training or education, benefit for multiple births, child temporary care benefit.

Pursuant to the Law of the Republic of Lithuania on Social Assistance for Pupils, free meals and support for the purchase of pupil supplies shall be provided.

Types of cash social assistance for poor residents:

Pursuant to the Law of the Republic of Lithuania on Cash Social Assistance for Poor Residents, cash social assistance shall be provided: social benefit; compensations for the costs of house heating, drinking water and hot water.

Types of benefits for persons with disabilities for whom attendance (assistance) or nursing needs have been identified:

Pursuant to the Law on Target Compensations of the Republic of Lithuania, target compensations for attendance (assistance) expenses and target compensation for nursing expenses shall be granted.

Types of death grants:

Pursuant to the Law of the Republic of Lithuania on Assistance in the Case of Death, a funeral allowance and allowance for repatriation of remains of Lithuanian citizens who have died abroad to the Republic of Lithuania shall be granted.

One-time licenses are issued for no longer than the duration of the event to enterprises that have a license to engage in  retail trade in alcoholic beverages in respective groups as well as to enterprises that have a license to engage in  retail trade in alcoholic beverages during the resort, recreation and tourism seasons.

  1. An application containing the following data: enterprise’s details, e-mail address (if the enterprise has one) and telephone number; names, surnames, personal numbers of the enterprise’s managers (heads of administration); the name of the event, place and time of trade; the number of the available license, date of issue; the address of the warehouse where the alcoholic beverages are stored and from where they are distributed.
  1. Power of attorney (if the application and attached documents are signed and submitted by an authorized person).
  2. The consent of the organizer of the mass event, indicating the specific location of the event, the exact start and end time, a brief description and data about the expected number of participants in the event, their age.
  3. A copy of the license to engage in retail trade in alcoholic beverages of respective groups or the license to engage in retail trade in alcoholic beverages during the resort, recreation and tourism seasons, certified by the enterprise’s seal (if it must have a seal) and a manager’s (authorized person’s) signature or a valid qualified electronic signature.
  4. A payment order with bank marks or a receipt confirming the payment of the state fee.

Issuance of licenses to engage in retail trade in alcoholic beverages with an alcoholic strength by volume not exceeding 15 per cent vol. during the resort, recreation and tourism seasons

Service description

Licenses to engage in retail trade in alcoholic beverages with an alcoholic strength by volume not exceeding 15 per cent vol. during the resort, recreation and tourism seasons may be issued to license applicants who have licenses of indefinite duration to engage in retail trade in alcoholic beverages at stationary trade and public catering establishments as well as to license applicants who want to trade in non-stationary public catering establishments.

Two seasons have been established by the decision of Šiauliai City Municipal Council:

summer recreation and tourism season (duration: from 1 April to 31 October (inclusive)),

winter recreation and tourism season (duration: from 1 November to 31 March (inclusive)).

  1. Application stating the details of the licensee: enterprise’s name, legal form, code and head office; the number of available license; the address of the point of sale, time of trade in alcoholic beverages, the address of the warehouse where the alcoholic beverages are stored and from which they are distributed, the type of activity of the enterprise (public catering).
  2. A copy of the available license of indefinite duration for retail trade in alcoholic beverages or an extract from the License Information System.
  3. Power of attorney, if the application and documents are signed and submitted by an authorized person.
  4. Payment order with bank marks or a receipt confirming the payment of the state fee.

When the application is submitted by the European legal person or its branch, the  person shall submit a document issued by a competent authority of the state in which the European legal person or its branch is established, certifying that that legal person or its branch as well as their managers are not under conviction that has come into force, imposing a punishment or a penalty for smuggling alcohol products, for storage, transportation, sale of counterfeit alcohol products, illicit storage, transportation or sale of alcoholic products without strip stamps and its translation into the Lithuanian language.

Implementing the function delegated by the state, the General Affairs Division of the Šiauliai City Municipality Administration accepts the documents of liquidated enterprises of Šiauliai city for safekeeping. Based on the documents given over by liquidated enterprises, the General Affairs Division issues archive certificates, respective certified copies to state institutions and residents and creates conditions to get familiarised with the preserved documents.
