Civil Registration. How can I order services provided by the Civil Registration Division?
Applications can be submitted:
- Online: Via the Electronic Government Gateway portal by connecting to the MGVD information system at www.registrucentras.lt.
- In Person: By arriving at the Civil Registration Division (Varpo g. 15) personally or through an authorized person.
- Via Representative: If applying through a representative, a document confirming representation and the representative's ID must be provided. The power of attorney must be certified by a notary or issued electronically.
- By Mail/Courier: Send the application and attached documents via registered mail or courier.
- From Abroad: Lithuanian citizens living abroad can apply through Lithuanian diplomatic missions and consular posts.

Residence Declaration. I have moved to Šiauliai permanently. How should I declare my place of residence? Residence can be declared electronically:
- At www.epaslaugos.lt or www.registrucentras.lt
- By arriving at the eldership (seniūnija) or municipality during reception hours.
- For Renters: Arrive with the property owner or bring the original lease/use agreement. You will be declared for the duration of the agreement; once it expires, the declaration is canceled.

Complaints. How can I submit a complaint? Complaints can be submitted:

I received a fine. How do I report that I was not the driver?
- The owner must report the actual driver's data within 30 calendar days.
- Data can be submitted via www.epaslaugos.lt or mano.siauliai.lt.
- Required data: Name, surname, personal code/DOB, residence, and driver's license details.
- Always include the violation number (ROIK).
I received a fine. How do I fulfill an administrative instruction (pay the fine)?
- Use payment code 1001 for all administrative fines.
- The ROIK code must be entered in the "Unique payment code" field.
- Each fine must be paid via a separate payment order.
Social Housing. Can I get social housing?
- Social housing is rented to those on the official list of eligible persons and families.
- Applications can be submitted at the municipality reception (Window 4), by mail, email (signed with a qualified electronic signature), or through a representative.
Health. When can I visit the emergency medical room?
- The Emergency Outpatient Room at Dainų Primary Health Care Center (Aido g. 18) works weekends and holidays (9:00 AM – 3:00 PM).
- It serves adults and children from age 7 for indications like fever, acute pain, or minor trauma.
- Children under 7 should go to the Mother and Child Clinic (Architektų g. 77).

- Payments can be made via banks, e-banking, Lithuanian Post, Perlas terminals, or Maxima checkouts.
